NORFOLK – Calling hours for Joan Frances Bailey, 88, a resident of Hepburn Street, Norfolk, will be held on Saturday, February 8, 2025 from 1:00 p.m. to 4:00 p.m. at the Buck Funeral Home in Norfolk. Family and friends are invited to gather at the Norfolk American Legion following calling hours. Graveside service and burial will be held at the Church of the Visitation Cemetery, Norfolk, in the spring. Mrs. Bailey passed away Wednesday evening, February 5, 2025, at the North Country Nursing and Rehabilitation Center in Massena with family at her side after a brief stay. Joan is survived by her three daughters, Kim and Jeff Waite, Buffalo; Mary and Russell Stickney, Norwood; and Patti and Tom Grace, Binghamton. Joan is also survived by her three beloved grandchildren, Bailey Murray (Tyler), Nate Stickney (Delaney), and Evan Grace; one great-granddaughter, Vivienne Murray; her twin sister, Jean Barkley, Norwood, as well as several nieces and nephews. Joan was pre-deceased by her parents, her husband Robert G. Bailey on September 12, 2000, and two brothers, Wendell and Calvin Daggett. Born in Norfolk, NY, on January 13, 1937, to the late Arthur and Florence Merkley Daggett, Joan graduated from Norwood-Norfolk High School, Class of 1954, and married Robert G. Bailey on June 29, 1957. Joan stayed at home to raise her three children, and later in life worked various part-time jobs and served as the Deputy Town Clerk for the Town of Norfolk. In her free time, Joan enjoyed traveling with friends, cheering on the Yankees, and taking the occasional trip to the casino. Joan was a Gold Star Sister of the Norfolk American Legion Post 925 and a member of the Auxiliary. For many years, along with her twin sister, Joan served as a volunteer bartender at the legion, where she enjoyed visiting with friends, new and old.
